Whatever the site replies, first it comes to the VPN server and then it connects to your internet. Here your ISP assumes that you are only connecting to that server. But only the VPN server knows where that server brought you from.
If you use public Wi-Fi somewhere, your data is more likely to be stolen. You can be monitored and whatever information or data you send from this network, if there is a hacker sitting there, it can be locked and your privacy can be abused. So it is advisable to use VPN when using public Wi-Fi.
